Special Districts


Our Services

  1. Setting up the Special District - work with the other professionals in following all of the legal requirements and making sure the developers “Vision” is implemented.
  2. Coordinating Board meetings – this includes the preparation and delivery of agendas and other pertinent materials in advance of the meetings.
  3. Posting notices as required by statute.
  4. Monitoring Insurance.
  5. Record Maintenance and allowing for public inspection of records.
  6. Customer Service – Respond to various inquires by property owners, other professional consultants and officials. HMI phones are open from 7:30 a.m. to 8:00 p.m. Monday – Friday and 7:00 to 6:00 on Saturday.
  7. Process and make the necessary statutory filings with the State, County and City/Town as required.
  8. Work with the Auditor in performing the annual audit.
  9. Manage and Monitor budgetary expenditures.
  10. Financial record keeping including; Preparing monthly financial statements General Ledger, Accounts Receivable Cash receipts and disbursements. Preparing all deposits and disbursements for approval.
  11. Prepare and/or assist with the Annual budget including monitoring TABOR requirements and any supplementary budgets.
  12. Contract oversight that includes; the public bidding process, monitoring the vendor (s) bond/insurance requirements, working with other District Professionals (e.g. Engineer) and as directed by the Board.
  13. Provide billing services that include; Post, print, and mail the billing statements. Receive, record and deposits receipts. Following up on delinquent accounts. Communication with the customers, title companies, County and etc. Other reports as required by the Board
  14. Assist with regular and special elections
  15. Perform other needs of the District and the Board as required.

 


Services

Administrative Services – Hammersmith Management Inc., offers numerous services to assist your development, including meeting facilities (We have 5 offices throughout the front range), HMI Employees are available on the telephones from 7:30 a.m. – 8:00 p.m. Monday - Friday and Saturday 7:00 a.m. to 6:00 p.m. (The non-business “off-hour” calls are handle by an answering service that forwards emergency calls to the appropriate person), Computer Services including Web Site Development and administration, billing, word processing and records management

Community Development - HMI understands the importance of working and communicating with the developers, owners and government agencies and officials. With our “full service” management we can be involved in all facets (District Management, Developer Services for the HOA and Regular HOA management) of managing the community from conception and implementation, to growth and maturity.

District Management – Assist in establishing the Districts pursuant to State Statute, Board meeting coordination and posting, election services (general and special), financial reporting and record keeping, contract bidding and oversight, monitoring the insurance requirements for the District as well as the vendors working on behalf of the District and budget presentation, billing and disbursements and other items that the District Board requires.


Administrative Services

Meeting Facilities - HMI has 5 offices located throughout the front range; Fort Collins, Thornton, DTC, Centennial and Colorado Springs. The Corporate Office is located in the DTC. We have access to meeting rooms at our DTC office that can accommodate up to 120 people and is equipped with the state of the Art Technology. The Conference room within HMI at the DTC office is also State of the Art that includes the ability to Video conference. Each office has facilities that can be utilized for Board meetings. HMI can also assist in locating and securing other meeting rooms to fit whatever the need is as well as coordinate catering of meals. Knowing that we represent your organization, we greet our guest at each office in a courteous and professional manner.

24-Hour Telephone Service – Our regular office hours are 7:30 a.m. to 5:00 p.m. Monday through Friday, but our telephones are staffed by Hammersmith Management Inc., employees from 7:30 a.m. to 8:00 p.m. Monday – Friday and Saturday 7:00 a.m. to 6:00 p.m. available to answer general questions regarding any property we manage regardless if it is a Special District question or an HOA question. We are able to assist callers with their questions by developing a data base of information about each community. While the Special District is a “quasi-governmental” agency we strive to provide and be available more than your “stereotypical” government agency.

Computer Services – Utilizing some of the most updated software, HMI is able to build a data base of information about the Special District that will assist our Client Service Group in answering general questions. Our IT department is also staffed with 3 full time employees including one person dedicated to creating and updating web sites. HMI’s commitment to customer service, drives us to keep updating our software and being on the leading edge of utilizing the latest technology. The Accounting software is easy to read and understand the Districts financial position.

Billing – With a state of the art production room we can proficiently and professionally generate a variety of billing statements for utilities/ “user fee” statements.


Community Development

  • Synergy/One Stop Shopping - Hammersmith Management Inc., is in a very unique position in the market place. We have 26 years of experience in managing Association and working with many of the developers/builders in the state. Entering the arena of Special Districts really just helps completes the service loop that many of our developer/builders have been looking for. As Associations have evolved over the last several years, so have Special Districts to the point that the levels service, authority and interaction are moving closer and closer together. HMI is in the position to be the full service community management company.
  • Developer Services – HMI has been working with many developers throughout the years and has established Developer Services Department to provide a higher and a more consistent level of service for them. Developer Services mainly works in conjunction with the HOA and the various components in establishing the HOA . Some of the items we help with are reading the Declaration of Covenants, Conditions and Restrictions, establishing initial budgets, Build out budgets, procedures for transition “common areas” over to the Association and etc…
  • Communication – At HMI, we understands the importance of communication and working with all parties involved (e.g. State and local government agencies, developers (both residential and commercial), adjacent property owners, Associations, other professional consultants and etc…) in having a successful development and community. We are as vested in the community as you are and look to establish long term partnerships so that we can continue to be a valued professional resource long after development has been completed.
